Context

Activities to promote India‘s energy agenda have focused primarily on the Perform, Achieve, Trade (PAT) scheme, which has led to huge reductions in CO2 emissions. However, companies not participating still have limited knowledge about the latest energy-efficient technologies. They also lack the necessary skills to evaluate their effectiveness and profitability, which is important when making investment decisions.

The Energy Efficiency in Industry & Data project seeks to improve the ability of companies in the non-PAT industries in India’s steel and pulp and paper industries to implement energy-efficiency measures. This will help boost India’s contributions in achieving the Nationally Determined Contributions (NDCs) and India’s long term goals for reductions CO2 emissions in the energy sector.

Objective

Companies in India’s steel and paper sector that do not participate in emissions trading (PAT) are improving their ability to adopt energy-efficient technologies and measures. State designated agencies (SDAs) can better promote energy efficiency measures.

Approach

  • Capacity building of selected state-designated agencies (SDAs) to promote energy efficiency in non-PAT industries by analysing barriers and challenges.
  • Providing non-PAT industries with information on key energy-efficiency processes and technologies, as well as providing access to an energy-efficiency web platform, MSME helpdesk and workshops and training courses.
  • Institutionalising peer-to-peer learning among SDAs and non-PAT industry clusters and sharing experience gained from implementation and operation practices among non-PAT industry clusters, which can then be replicated in other states.
  • Pursuing cooperation with policymakers to further improve the overall regulatory framework for energy efficiency.

Achievements

  • Over 375 energy audits conducted in steel & paper industries in 12 states
  • Demonstration of pilot projects on Industry 4.0 in two industries
  • Implementation support in 3 clusters with savings of over 7000 tonnes of CO2 from 27 industries
  • Capacity building of 60 officials from 31 State Designated Agencies in industrial utilities at NPC Chennai
  • Training on ISO 50001 in 12 clusters covering more than 700 participants; 21 simulation-based trainings through Digital twins covering more than 1190 participants
  • Operationalization of Energy management cells (EMC) at 4 SDAs (UP, Punjab, Karnataka, Maharashtra) to promote EE initiatives for MSMEs. EMCs Conducted over 25 walkthrough audits, around 6 detailed energy audits, over 20 trainings coordinated, 4 implementation support, around 6 proposals for fund utilization, etc.
  • Creation of Knowledge Products: 12 video tutorials, technology compendium, SME Helpdesk and 9 Process Benchmarks, sector studies on steel & paper sector
  • Gender Sensitization training in 20 industries in Belgaum & Kohlapur clusters covering more than 400 participants
  • Supported peer to peer learnings through 3 SDA partnership summits, and peer learning formats
  • Dissemination of EE technologies, policies, schemes along with state officials via 13 stakeholder consultations with more than 400 participants from 11 states representing secondary steel and paper sectors
  • Two international knowledge exchange tours on steel & paper sector organized
